Odd definition of legislative "transparency"
Usually when I see a bill that claims to increase legislative transparency I get excited that maybe the message is getting through. That is of course, unless it is on a 176 page striker to a title only bill, acted on at a 8 a.m. hearing, with the details not being made available until 9 p.m. the night before.
